In a region where axiomatically 'everything is OK', 'law and order are prevalent' and 'all citizens are safe' non-compliance is routinely and invariably blamed on mentally-ill, unrepresentative individuals; from the bombing of tourist buses in main squares of capital cities, to the systematic torturing of dissidents, and spanning repetitive incidents of mass-killing neighbours of different faith in rural villages, rape of homeless street-children, and encompassing negligence leading to death in any given institution.
